A madman escapes from the asylum in Tel-Aviv, and starts digging a canal right in the middle of one of the main streets. Due to the bureaucratic mess in the city administration, not only does nobody try to stop him, he actually receives the help of the police, the city engineer, etc. The one city clerk who finds out what is really going on is, of course, declared insane…
.סאטירה מבריקה שלא איבדה מעוקצה גם כיום. גבר שנמלט מבית משוגעים משתלט על פטיש אוויר ומתחיל לקדוח לאורכה ולרוחבה של כיכר מוגרבי בתל אביב. מחאות השכנים ופקקי התנועה אינם מזיזים לו. גם למשטרה וגם לאנשי העירייה אין תשובה לקושיה מי נתן את ההוראה לחפור ברחוב ההומה. אך מכיוון שהבחירות בפתח, הביורוקרטים של העירייה מחליטים שזו מזימה של איש מהמשרד הממשלתי במגמה להכשיל את ראש העיר. גם כשמתבררת האמת אוסרים לפרסמה כדי לא להתפס כמטומטמים לפני הבחירות. על כן מצטרפים ראשי העירייה לשמחה ומכריזים על חפירת התעלה עד הים
